Mouse Fine Positioning
With this option set to No, the field time definition block will jump by 15 minute increments. Set this to Yes and you can drag to positions by the minute. Note, however, that depending on the screen resolution you're running at, there probably won't be exactly 60 pixels between each hour, so all the possible minutes won't be available with the mouse.
Whatever you have this option set to, you can always position the Field Time Block using the keyboard.
